The special mission unit of the police department of Los Angeles is famous for its discipline and ability to cope with any given task. Every spetsnaz fighter is ready to stand behind another mountain and trusts a friend in any situation. The operation to neutralize the militants in one of the suburbs ends with a tragedy: a black teenager was injured in the shootout, and although the head of the squadron detachment is suspended from work, local residents are indignant. Elemental protest actions against the arbitrariness of the police are used by a mysterious sniper, arranging in the streets a real chaos, in which everyone suspects everyone, and the danger can be expected from any angle. In the conditions of extreme social tension, Sergeant Harrelson (Shemar Moore) takes command of special forces and organizes the protection of citizens.
