To rescue the small country Freedonia from bankruptcy, a wealthy widow Mrs. Teasdale agrees to donate 20 million dollars. But only on the condition that uhlestyval her Rufus T. Firefly will be the leader of the country. Firefly — cynical and presumptuous dictator — provokes the Ambassador of the neighboring Sylvania, and between countries the war begins.
